Yes, both. The SWMS sets out the method and controls; the entry permit authorises the specific entry. They work together.
▸Can I enter a confined space to rescue someone?
Never without training, equipment, and a plan. Most confined space deaths include would-be rescuers who became the second casualty. That is why a trained standby person and a rescue plan are mandatory.
