An energised electrical SWMS is a Safe Work Method Statement required before construction work on or near energised electrical installations or services, which is high risk construction work under reg 291 of the WHS Regulations. The starting position in the Regulations is de-energise first: reg 157 restricts electrical work on energised equipment to limited circumstances, and reg 158 sets out when energised work is permitted. The SWMS must cover isolation, testing to prove de-energised, safe approach to services that stay live, and the extra controls where energised work is genuinely unavoidable.

When an energised electrical SWMS is required

The category covers work on or near energised electrical installations or services, which is wider than electrical work. A sparky replacing a switchboard is in it, and so is an excavator crew digging near underground cables, a roofer working under overhead lines, and a carpenter cutting into a wall with live circuits behind it. Near counts. If the work is in the category, the SWMS must be prepared before it starts (reg 299) and the crew must work to it (reg 300).

De-energise first: the rule behind the paperwork

For electrical work, the Regulations make de-energising the default. Reg 157 restricts carrying out electrical work on energised equipment, and reg 158 confines energised work to limited circumstances, such as where it is necessary for the work to be done energised or testing requires it. A SWMS that treats live work as routine convenience reads as non-compliant on its face. The document has to show isolation, lock-out and tagging, and testing to prove the equipment is de-energised before work starts, with live work as the justified exception, never the plan A.

Why energised electrical SWMS get knocked back

The fastest rejection is a method that says "isolate power" with no isolation points, no lock holder, and no test step: reviewers read that as a crew that will find out at the switchboard. The other common failures are live work described with no reg 158 justification, no approach distances where the job is plainly under powerlines, and non-electrical trades submitting a SWMS that never mentions the live services their work is near. Common questions

โ–ธCan I do live electrical work if the client will not approve an outage?

Client convenience is not one of the circumstances where energised work is permitted. Reg 158 confines live work to limited situations, such as where it is necessary for the work to be done energised or for testing. An outage being inconvenient does not qualify, and a SWMS built on that basis invites rejection.

โ–ธDo non-electricians ever need an energised electrical SWMS?

Yes. The category is work on or near energised installations or services, so excavation near underground cables, plant operating near overhead lines, and cutting or drilling near concealed live circuits all sit in it. The SWMS for that work must cover the electrical hazard even though the trade is not electrical.

โ–ธIs testing and tagging enough to cover electrical risk on site?

No. Test and tag covers the condition of leads and tools, and AS/NZS 3012 covers construction wiring and RCDs. Neither addresses the high risk category itself, which is about working on or near energised installations. That is what the SWMS controls: isolation, proving de-energised, and safe approach to what stays live.
