A tilt-up and precast concrete SWMS is a Safe Work Method Statement required before tilt-up or precast concrete work starts, which is high risk construction work in its own right under reg 291 of the WHS Regulations. It must be site-specific and cover the erection sequence, the engineered lift and bracing design, crane operations, exclusion zones during lifts, and the rule that nobody works under a suspended panel. Panel work almost always triggers other high risk categories too (powered mobile plant, falls over 2 metres), and the SWMS has to address every category that applies.

When a tilt-up or precast SWMS is required

Tilt-up and precast concrete work is one of the 18 high risk construction work categories, so the SWMS trigger is the work itself: casting, lifting, standing, or fixing tilt-up panels or precast elements. There is no size threshold to argue about. If panels are being erected, the SWMS must be prepared before the work starts (reg 299), the crew must carry out the work in accordance with it (reg 300), and it must be reviewed whenever the panels, the crane, or the site conditions change (reg 301).

Why tilt-up and precast SWMS get knocked back

The classic failure is a SWMS that never mentions the erection design: reviewers want the document to name the engineered sequence and bracing layout it follows, and a generic "lift panels into place" method reads as a crew making it up on the day. The other common rejections are silence on the exclusion zone during lifts, no rule for when braces come out, and rigging described in one line with no licence classes. Yes. Tilt-up or precast concrete work is a listed category under reg 291 with no minimum panel size, so erecting precast elements triggers the SWMS duty regardless of scale. Small panels still fall, and the controls scale with the job.

โ–ธDoes the SWMS replace the engineered erection design?

No. The bracing and lift design comes from an engineer, and the shop drawings and brace layouts stay their own documents. The SWMS is the site method that references the design and sets out how the crew follows it, in what order, with what controls.

โ–ธWhat licences does a tilt-up crew need?

The lifting side of the work needs high risk work licences under reg 81: dogging for slinging the loads and directing the crane, rigging classes for the erection work, and the right crane licence for the operator. Every worker also needs a white card.
