A mobile plant SWMS is a Safe Work Method Statement required before work in an area where there is movement of powered mobile plant, which is high risk construction work under reg 291 of the WHS Regulations. The category covers excavators, skid steers, telehandlers, forklifts, rollers, and cranes moving on site, and it catches the trades working on foot around the plant, not just the operators. The SWMS must set out how plant and people are separated: exclusion zones, spotters, communication, and traffic flow on the site.

Who this category actually catches

The trigger is work in an area with movement of powered mobile plant. Read that again: it is about the area, not the seat. The excavator operator needs the SWMS, and so does the drainage crew in the trench beside the machine, the labourer guiding trucks, and the carpenter whose work area a telehandler crosses. If powered plant moves through your work area, your work is in the category, and the SWMS must be prepared before the work starts (reg 299) and followed on site (reg 300).

The controls a builder expects to see

Why mobile plant SWMS get knocked back

Reviewers reject mobile plant SWMS that list the machines but never say how people are kept away from them. "Workers to remain clear of plant" is not a control; an exclusion zone with a stated distance, a spotter, and a communication rule is. The other common failures are a plant list that does not match the machines actually on site, and no answer for the moment plant and pedestrians must interact, such as loading, guiding trucks, or working in a trench the excavator is digging. SWMS Pack asks what plant is moving, who works near it, and how the interface is managed, then writes the method to match.

Mobile plant and the categories around it

Plant movement rarely happens in isolation. Excavators mean trenches, telehandlers mean loads at height, and site traffic often means work near a live road. Each category the job touches belongs in the same SWMS, addressed in the work steps where it actually occurs.

Common questions

โ–ธDo I need a mobile plant SWMS if I am not the plant operator?

Yes, if your work happens in an area where powered mobile plant is moving. The category is about the area, so trades on foot around excavators, telehandlers, or forklifts are carrying out high risk construction work even when someone else owns and operates the machine.

โ–ธDoes a forklift or skid steer count as powered mobile plant?

Yes. Powered mobile plant covers self-propelled machines used on site: excavators, loaders, skid steers, telehandlers, forklifts, rollers, and mobile cranes. If it moves under its own power in your work area, the category applies.

โ–ธDo plant operators need a licence?

It depends on the plant. High risk work licences under reg 81 apply to classes such as cranes and boom-type elevating work platforms with a boom over 11 metres. For earthmoving plant like excavators, the requirement is competency, which builders usually check through tickets and verified experience. The SWMS should state both.

โ–ธHow fast can I get a mobile plant SWMS?

About 10 minutes of questions, then it is generated, verified against your state legislation, and emailed to you, site-specific, for A$39. Mobile plant is also covered in the Trade SWMS Pack.
